Visitors treat Hong Kong as three districts. Central, Wan Chai, Tsim Sha Tsui — a hotel, a bar strip, a harbour view, and the assumption that everything worth doing happens within twenty minutes of them. Hong Kong's administrative shape does not match its tourist shape, and that is the root of the confusion. The New Territories alone hold most of the land area and more than half the population, which is exactly what the visitor version of the city leaves out.
